The staffs at the Midwest Regional Office, the Ohio Group, and the Taft National Historic Site prevailed upon the Denver Service Center to begin work on a new master plan in fiscal year 1975. The planning process as outlined by the Denver Service Center was called the "environmental assessment process." This process called for four steps: 1) the statement of the problem(s), 2) the description of the environment, alternatives, and 4) consultation and coordination. For each alternative under 3), the process would give consideration to the alternative actions, "the environmental impact generated by each, mitigating measures inherent in each alternative, unavoidable adverse effects, short-term long-term relationships, and irreversible-irretrievable commitment of park resources."
