DOE Statement on Digital Data Management

The Office of Science mission is to deliver the scientific discoveries and major scientific tools that transform our understanding of nature and advance the energy, economic, and national security of the United States. The Office of Science Statement on Digital Data Management has been developed with input from a variety of stakeholders in this mission1.

Here, data management involves all stages of the digital data life cycle including capture, analysis, sharing, and preservation. The focus of this statement is sharing and preservation of digital research data

Department of Energy’s Public Access Plan Is Approved and STIP is Key to Its Success

As required by the White House Office of Science and Technology Policy (OSTP), the Department of Energy has prepared, secured approval of and posted the DOE Public Access Plan for providing access to the results of DOE-funded scientific research. This positions the Department and its dedicated STIP representatives to move forward on achieving its goals and enable public access to scholarly scientific publications.

The U.S. Department of Energy (DOE) Scientific and Technical Information Program (STIP) is a collaboration from across the DOE complex working to ensure that the results of DOE-funded research and development (R&D) and other science and technology activities are identified, disseminated, and preserved.

DOE Public Access Plan

As of October 2014, the Department of Energy (DOE) has implemented a Public Access Plan

so that scholarly works generated from research funding by the DOE will be publicly accessible.

All researchers receiving DOE funding will be required to submit

metadata and a link to the full-text accepted manuscript (or the full text itself) to OSTI.

The works can be uploaded to the web-based portal, DOE Public Access Gateway for Energy and Science (DOE PAGES).

Articles

Final published peer-reviewed manuscipt hosted by publisher (Version of Record - VoR) is considered the best version of the article
DOE’s Office of Scientific and Technical Information (OSTI) will maintain a repository of accepted manuscripts and can make individual, unclassified and otherwise unrestricted manuscripts publicly accessible if there is no other publicly available version
DOE has created a portal to enhance the discoverability of unclassified and otherwise unrestricted scholarly publications resulting from DOE funding.
DOE's PAGES (http://www.osti.gov/pages/)

PAGES will provide metadata and abstracts for such publications in a way that is open, readable, and available for bulk download
PAGES will link to the full text VoR hosted by the publisher when the article is available on the publisher’s site openly and without charge
After one year, PAGES will link to a full text version of the accepted manuscript and then link to the publisher’s VoR when and if it becomes available

Alternatives

Metadata and link to article (i.e. Digital Object Identifier DOI) must be sent to DOE's PAGES if article is submitted to another repository

UC's Institutional Repository Scholar@UC - (in beta phase as of Fall 2014)

Publish in an open access journal and metadata and link to article must be sent to DOE's PAGES
Consider including a copyright addendum http://scholars.sciencecommons.org/

For Office of Science : required to include data management plan by Oct 1, 2014
For Office of Energy Efficiency and Renewable Energy, submit datasets to Open Energy Information Platform
Proposals will require a data management plan for other DOE offices by 2015

Regulations do not apply to classified or restricted data
